Bulgaria Set to Receive €1.47 Billion from EU Recovery Plan
Jerusalem, 2 December, 2025 (TPS-IL) -- Sofia (BTA) – Bulgaria will receive 1.47 billion euros ($1.71 billion) in the third payment from the National Recovery and Resilience Plan (NRRP), the government information service announced.
The European Commission (EC) has positively assessed Bulgaria’s third payment request under the country’s National Recovery and Resilience Plan, the statement reads. This assessment marks a significant step towards the allocation of funds from the European Union in support of Bulgaria’s economic growth and resilience efforts. According to the EC, a total of 48 out of 50 milestones and targets have been met, for which Bulgaria expects to receive a payment of EUR 1.47 billion before the end of the year.
Bulgaria submitted the third request for payment under the Recovery and Resilience Facility on October 1, the information service added. The payment has the largest number of stages and objectives, and covers 22 reforms and 19 investments. The leading measures are related to the continuation of reforms in areas such as scientific research and innovation, decarbonization, improving the governance framework of state-owned enterprises, development of e-health, etc.
The total amount amounts to EUR 1.619 billion ($1.88 billion). The entire amount of the payment is expected to be received from the EC after the conclusion of the negotiations on the renegotiation of the reform related to the Anti-Corruption Commission. Justice Minister Georgi Georgiev is scheduled to meet with EC representatives next week, the statement said.
The payment to Bulgaria for the already approved milestones and targets can be made after a positive opinion of the Economic and Financial Committee (EFC) and the adoption of a payment decision by the EC. The Bulgarian EIP includes investment and reform measures financed with €6.17 billion ($7.16 billion) in grants from the European Union.
