Azerbaijan’s Foreign Services Trade Reaches $18.9B in 2025

Jerusalem, 17 March, 2026 (TPS-IL) -- Baku (AZERTAC) – The total volume of services in Azerbaijan’s economic relations with foreign countries by 2025 amounted to $18.9 billion.

AZERTAC reports, citing the Central Bank, that $10.3 billion of this was services provided by non-residents to residents of Azerbaijan, and $8.6 billion by residents of Azerbaijan to residents of foreign countries. Overall, the deficit in the balance of services decreased by 19.1 percent to $1.7 billion. The deficit in the balance of services in the oil and gas sector (mainly construction services and other business services) was $1.6 billion. The deficit in the balance of services in the non-oil and gas sector decreased significantly to $32.6 million.

28.6 percent of the turnover of mutual services falls on operations carried out on transport services. 67.9 percent of transport services, with a total value of $5.3 billion, were related to the use of Azerbaijani transport services by non-residents.

The value of transport services provided by Azerbaijani residents to non-residents amounted to $3.6 billion, while the value of transport services provided by non-residents to Azerbaijani residents amounted to $1.7 billion. During the period, exports of transport services in the non-oil and gas sector increased by 29.8 percent, while imports decreased by 7.8 percent. This positive dynamics led to a significant expansion of the surplus on transport services, which increased by 49.1 percent to $1.9 billion.

It should be noted that the surplus on transport services amounted to $1.3 billion in 2024. In 2025, the turnover of mutual tourism services amounted to $3.5 billion.

In general, the balance on tourism services was in surplus during the reporting period, with exports exceeding imports of $1.5 billion, resulting in a surplus of $438 million on tourism services.

During this period, the number of Azerbaijani citizens traveling abroad increased by 15.3 percent, and the number of foreign citizens visiting Azerbaijan increased by 15 percent. The volume of tourism-related services provided by foreign countries to Azerbaijani residents amounted to $1.5 billion. 74.9 percent of this was related to personal trips of Azerbaijani citizens (excluding funds for shuttle imports).

During the reporting period, the volume of construction services provided to non-residents in the non-oil and gas sector amounted to $29.2 million. The volume of other business services paid to non-residents in the non-oil and gas sector increased by 5.9 percent and amounted to $2.2 billion.
