Just over 154,000 people aged over 65, who are unable to care for themselves, and people with disabilities were supported in their homes with integrated health and social services. The support was provided through projects of 234 out of 265 municipalities under the Patronage Care measure of Operational Program Human Resources Development 2014-2020, which was implemented in four components with a total budget of over BGN 161 million, the Labor and Social Policy Ministry said.

The main goal was to create a network of support providing hourly mobile health and social services in the home environment. Older and disabled people were supplied with food, medicines and essentials bought with their own funds. They also received help for timely access to urgent administrative services, psychological support and counselling.

Support for older and disabled people continues under the Human Resources Development Program 2021-2027. With the announcement of Home Care, the first measure of the new programming period, the provision of mobile health and social services in the homes of people in difficulty continued. At present, 229 municipalities in Bulgaria are implementing projects worth nearly BGN 150.9 million.
